Jonathan explains what a discharge petition is and how it works, drawing on an article from Yahoo News. In essence, it's a mechanism by which a bill can be put to a vote in the US House of Representatives, without the support of the Speaker. In this instance, 218 members of the House need to sign the petition in order to force a vote. Discharge petitions are rarely used and even more rarely successful, the last successful petition was in 2002. Jonathan explains that there are a number of reasons for this. For example, the process can take time, there are waiting periods, it can be difficult to get enough signatures in time and it can be viewed as disloyal to party leaders. It's much easier to vote for a bill that has been put forward by the Speaker, even if it goes against your personal views, rather than sign a petition and publicly declare your position.

Discharge Petition to Force Vote on Ukraine Military Aid

Jonathan explains that US House Democrats are attempting to force a vote on Ukraine Aid using a discharge petition. Reuters are reporting that 169 signatures out of 218 have already been collected. It will be interesting to see how Speaker Johnson responds, given the speed at which signatures are being collected - will he put the bill to a vote to save face? Jonathan explains there are actually two discharge petitions, one for the existing Senate bill, the other for a Republican-led bill. The Republican version would see less aid sent to Ukraine, with no humanitarian aid at all. Jonathan would prefer to see the Senate version pass. It's not clear how many Republicans will be prepared to cross the aisle and sign the petition but it is clear there is support for Ukraine amongst Republicans as well as Democrats.

Reasons to be Positive about Ukraine's Future

Jonathan believes that things are looking positive for Ukraine at the moment. There have been a number of positive developments over the last week or so, in particular from Europe. For example, France has pledged significant military support, with the French Prime Minister giving a speech in Parliament and the Czech Republic has pledged 1 million artillery shells. The US has announced a $300 million aid package and Denmark a $330 million package. There have also been a series of drone attacks inside Russia. Jonathan believes that the fate of Ukraine rests, at least in part, with the US. A second Trump presidency and the ending of US Aid would be disastrous for Ukraine. Jonathan believes that the Department of Defense would be deeply unhappy about such a move given the importance of supporting Ukraine, both strategically and morally. However, it seems that Europe is increasingly stepping up to support Ukraine.

The Importance of the US Aid Package

For Jonathan, the US Military Aid package is very significant. It's not just about the money, although this will enable much needed weapons and ammunition to reach Ukraine, it's also about sending a clear signal of support. The US is vital to Ukraine's success in this war. Jonathan outlines some of the potential aid that could be included in the package, such as ATACMS with a range of 300km and equipment for F-16s. The US is also ramping up production of Artillery ammunition. Jonathan hopes that Republicans will do the right thing, both morally and strategically, and vote for the Military Aid package. He believes there are enough Republicans who support Ukraine to make this happen.
